Dec 2019 ITU-R WP 5D Workshop on IMT-2020 Terrestrial Radio Interfaces Evaluation

1.   Background

Following the IMT-2020 developing process “Submission/Reception of the RIT and SRIT proposals and acknowledgement of receipt” in accordance with Document IMT-2020/2(Rev.1), ITU-R Working Party (WP) 5D started evaluation process for Independent Evaluation Groups (IEGs) from its 31st meeting in Oct. 2018, in conjunction with the ongoing IMT-2020 development under Step 3 of the IMT-2020 process.

At the 32nd meeting of WP 5D in July 2019, the Step 3 of the IMT-2020 developing process “Submission/Reception of the RIT and SRIT proposals and acknowledgement of receipt” will end in accordance with Document IMT-2020/2(Rev.1). In this context, all the submissions from proponents will be finalized at the 32nd meeting of WP 5D. In addition, WP 5D will acknowledge the completed submission(s) based on the materials provided by the proponents at the same meeting.

2.   Objectives

ITU-R WP 5D will hold a workshop on IMT-2020 focusing on the evaluation of the candidate terrestrial radio interfaces in conjunction with the 33rd meeting in December 2019, in which interim evaluation reports are expected. This will facilitate the possibility on the IEGs to understand the details of the proposed candidate technologies, and to interact with WP 5D and other IEGs participating in the ITU-R evaluation process on IMT‑2020. This workshop is a continuation of the previous workshop on IMT-2020 held in 2017, Munich, which addressed the process, requirements, and evaluation criteria for IMT-2020 as well as views from proponents on the developments on IMT-2020 radio interface(s) and IEGs activities.

The objectives of the workshop are as follows;

–                 to promote information sharing on IMT-2020;

–                 to facilitate dialog among ITU-R WP 5D, the proponents and the evaluation groups; and in particular;

  • to review the final submissions of the proposed RIT/SRIT for IMT-2020;
  • to review the evaluation results reported by the IEGs at this stage;
  • to demonstrate the WP 5D template which will be used to summarise evaluation results for each IEG, etc.;
  • to present the details of the proposed RIT/SRIT including self-evaluation results and detailed evaluation method by RIT/SRIT Proponents;
  • to introduce the evaluation activities and further plan by IEGs, and to share the information relating to the evaluation; and
  • to review WRC-19 outcome and the implication on IMT-2020 evaluation and further development.

  1. Working Group (WG) Technology Aspects met two times during the 31st meeting of ITU-R Working Party (WP) 5D which ended on 15 Feb 2019. Main activities of WG Technology Aspects during this meeting were to:
    i) review update information of candidate technologies for the terrestrial components of the radio interface(s) for IMT-2020, and the received evaluation reports for the candidate technologies;
    ii) prepare for the IMT-2020 evaluation workshop;
    iii) continue the work on a new IMT-2020/VVV document on “Process and use of the Global Core Specification (GCS), references, and related certifications in conjunction with Recommendation ITU-R M.[IMT-2020.SPECS]”;
    iv) handle contributions on out of band emissions, syncrhonization operation of multiple IMT-2020 TDD networks, and other subjects.
    During this meeting, WG Technology Aspects established five Sub-Working Groups (SWG):
    – SWG Coordination (Acting Chair: Mr. Yong WU)
    – SWG Evaluation (Co-Chair: Ms. Ying PENG)

    IMT-2020 submission:

    This meeting received updated information related to the proposal of candidate IMT-2020 radio interfaces from TSDSI (Doc. 5D/1138). SWG Coordination reviewed this contribution; and the respective IMT-2020 documents were revised accordingly.

    Preparation of IMT-2020 evaluation workshop:

    SWG Coordination discussed a received contribution on this subject (Doc. 5D/1131), and arrangement of future WP 5D meetings as well as the overall progress of IMT-2020 work. It’s decided to move the physical workshop from the 32nd WP 5D meeting to the 33rd WP 5D meeting to be held in December 2019 in Geneva. A draft liaison statement was developed (5D/TEMP/706(Rev.1)) to inform the registered Independent Evaluation Groups (IEGs) and GCS proponents about the workshop arrangement.

    IMT-2020 evaluation:

    This meeting received an evaluation report of the (S)RIT submissions of 3GPP from the IEG of TCOE (Doc. 5D/1179). SWG Evaluation reviewed this contribution and created a draft IMT-2020 document to record this evaluation report (5D/TEMP/689).

    Revision of Recommendation ITU-R M.1457:

    SWG IMT Specifications discussed revision of Recommendation ITU-R M.1457 and agreed not to set a concrete schedule for development of Revision 15 at this stage. It was also agreed that WP 5D would suspend the update of Recommendation ITU-R M.1457 until a request for updating the Recommendation is received from a GCS Proponent or a new IMT-2000 Radio Interface Technology proposal is submitted.

    IMT-2020/VVV:

    This meeting received five input contributions on the new IMT-2020 document, “Process and use of the Global Core Specification (GCS), references, and related certifications in conjunction with Recommendation ITU-R M.[IMT 2020.SPECS]”, from AT&T, Ericsson (Doc. 5D/1122), ATIS (Doc. 5D/1123), China (Doc. 5D/1128), Japan (Doc. 5D/1156) and Canada (Doc. 5D/1163). Those input documents were discussed together with the two carried forward documents of 5D/1071 (India) and 5D/1076 (China, Korea, Japan) at SWG IMT Specifications.
    However, the meeting did not conclude on some important issues like “Importance of the Global commonality / National or Regional flexibilities in technology part of RIT/SRIT” and “Usage of GCS and DIS”. No working document was created at this meeting. It was decided to carry forward all the input contributions to next meeting for further discussion.

    Synchronization of multiple IMT-2020 TDD networks:

    After reviewing and discussion on the received contribution (Doc. 5D/1134) from China, SWG Radio Aspects agreed to study synchronization operation of multiple IMT-2020 TDD networks. A work plan document was developed (5D/TEMP/674(Rev.1)).

  2. ITU-R WP5D:
    1. Is responsible for the overall system aspects of the terrestrial component of IMT, comprising IMT-2000, IMT-Advanced, and IMT for 2020 and beyond.
    2. Has the prime responsibility within ITU-R for issues related to the terrestrial component of IMT, including technical, operational and spectrum related issues to meet the objectives of future IMT systems.
    3. Is the lead group for the overall maintenance of existing and the development of new Reports/Recommendations on IMT.
    4. Is responsible for studies related on aspects regarding the continued deployment of IMT 2000 and IMT-Advanced including aspects such as convergence impacts regulatory and operational matters within the purview of Study Group 5.
    5. Will continue to work closely with Working Parties 4B and 4C on issues related to the satellite component of IMT.
    6. Will continue to work closely with other Working Parties on issues relevant for IMT systems.

    Working Groups (WGs):

    WG GENERAL ASPECTS – To develop deliverables on services, forecasts, and also convergence of services of fixed and mobile networks which take account the needs of end users, and the demand for IMT capabilities and supported services. This includes aspects regarding the continued deployment of IMT, other general topics of IMT and overall objectives for the long-term development of IMT. To update the relevant IMT Recommendations/Reports.
    – To ensure that the requirements and needs of the developing countries are reflected in the work and deliverables of WP 5D in the development of IMT. This includes coordination of work with ITU-D Sector on deployments of IMT systems and transition to IMT system.

    WG TECHNOLOGY ASPECTS – To provide the technology related aspects of IMT through development of Recommendations and Reports. To update the relevant IMT 2000 and IMT-Advanced Recommendations. To work on key elements of IMT technologies including requirements, evaluation, and evolution. To develop liaison with external research and standardization forums, and to coordinate the external and internal activities related to the IMT-2020 process.
    – To manage the research topics website and its findings.

    WG SPECTRUM ASPECTS – To undertake co-existence studies, develop spectrum plans, and channel/frequency arrangements for IMT. This includes spectrum sharing between IMT and other radio services/systems coordinating as appropriate with other Working Parties in ITU-R.

    AD HOC WORKPLAN – To coordinate the work of WP 5D to facilitate efficient and timely progress of work items.

    The first full-scale commercial deployments for 5G are expected shortly after IMT-2020 specifications are finalized in 2020. Regulators around the world are already auctioning licenses to operate 5G networks in the frequency bands allocated by ITU and identified or expected to be identified for IMT.

    ITU’s role, through its Radiocommunication Sector (ITU-R), is to ensure the rational, equitable, efficient and economic use of the radio-frequency spectrum by all radiocommunication services, including satellite services, in particular by avoiding and eliminating harmful interference.

    For this purpose, the radio-frequency spectrum is divided into frequency bands which are allocated to radiocommunication services in such a way that each band may be used only by services which can co-exist with each other. These allocations and the procedures ensuring the international recognition and protection from interference of spectrum uses in each country and in Space are contained in the ITU Radio Regulations (RR). The RR is an international treaty ratified and applied by all ITU Member States. It has been in force since 1906 and is updated every four years by the ITU World Radiocommunication Conferences (WRCs) to take into account the evolution of technologies and spectrum uses.

    As part of the four-year process of studies and preparations for the ITU World Radiocommunication Conference 2019 (WRC-19), global stakeholders are working towards building consensus to allocate and identify additional spectrum for International Mobile Telecommunications (IMT, the generic term used by ITU to designate 2G, 3G, 4G, 5G and future generations of mobile broadband services) during that conference.

    Setting standards for globally harmonized, stable, secure and reliable 5G

    ITU has a rich history in the development of global standards for mobile communications. The framework of standards for international mobile telecommunications (IMT) spans 3G and 4G industry perspectives and will continue to evolve as 5G with IMT-2020.

    In early 2012, ITU initiated the development of “IMT for 2020 and beyond”, setting the stage for 5G research activities and establishing the requirements and vision for 5G. Under ITU’s IMT-2020 programme, ITU membership is developing the international standards to achieve well-performing 5G networks.

    ITU standards are supporting networking innovations such as software-defined networking, network virtualization, information-centric networking and advanced fronthaul and backhaul. These innovations will play a key role in making 5G networks faster, smarter and more cost-effective. These ITU standards are also enabling telecommunication companies to provide innovative services as they adapt to shifting customer needs in an era of great change. These standards for software-driven networking innovation are expected to achieve their full potential in the 5G environment.

    This standard-setting process unites governments, regulators, mobile operators, manufacturers, industry organizations, academia and other standardization bodies from around the world, to support the development of 5G applications in the areas of network reliability and stability, cybersecurity, data privacy, the analysis of Big Data, energy efficiency and Artificial Intelligence to enhance the efficiency of 5G networks. ITU’s adoption of the IMT-2020 standards will provide investors in 5G networks with the assurance that these standards will be applied universally, bringing economies of scale, and thus demonstrating the benefits of global harmonization.

    [1] Network stability allows everyone to communicate, access data, and share information reliably, as needed.
    [2] Network security is an over-arching term that describes that the approach, policies and procedures implemented by a network administrator to avoid unauthorized access, exploitation, or modification of a network and its resources.
    [3] Reliability is when computer-related networks or components perform consistently according to expectations.

  4. From the ITU-R 5D Chairman’s report (18 March 2019) of their 11-15 February 2019, Geneva, Switzerland meeting:

    IMT-2020/VVV
    This meeting reviewed the received a number of input contributions on “Process and use of the Global Core Specification (GCS), references, and related certifications in conjunction with Recommendation ITU-R M.[IMT 2020.SPECS]” and there continues to be two diverse philosophies on how to proceed with the document – one desiring to significantly alter the process to support specific national needs in the transposition phase of the process and the other demonstrating how the same objective could be accomplished with the existing process remaining unaltered in its scope, steps, and procedures.

    In the WP 5D Plenary, one Administration requested that for clarity and transparency, and to assist further discussions, that the two alternate views provided on the SharePoint during the course of the 31 bis meeting (based on contributions to meetings Nos. 31 and 31 bis) be referenced in the Chairman’s Report. The two views are Indian Way Forward (provided by TSDSI) and Summary of a Proposed IMT-2020 VVV Way Forward (AT&T v3 2-14-19) (provided by AT&T).

    Doc. IMT-2020/YYY Input Submissions Summary

    Based on the input contributions, the working document towards an acknowledgment template was further developed. This acknowledgement is to be developed for each candidate technology submission that ITU-R WP 5D determines is a “complete” submission in Step 3. This template also contains a checklist which could assist in determination of “completeness. This document will need to be completed at Meeting #32 to capture the final RIT/SRIT submissions submitted from the proponents.

    ITU-R Working Party 5D Workshop on IMT-2020 Terrestrial Radio Interfaces Evaluation

    WP 5D will hold a workshop on IMT-2020 focusing on the evaluation of the candidate terrestrial radio interfaces in conjunction with the 33rd meeting in December 2019 (shifted from the prior plan of holding this at Meeting #32), in which interim evaluation reports are expected. This will facilitate the possibility on the IEGs to understand the details of the proposed candidate technologies, and to interact with WP 5D and other IEGs participating in the ITU-R evaluation process on IMT 2020. This workshop is a continuation of the previous workshop on IMT-2020 held in 2017, Munich, which addressed the process, requirements, and evaluation criteria for IMT-2020 as well as views from proponents on the developments on IMT-2020 radio interface(s) and IEGs activities.

  6. The ITU-T Joint Coordination Activity for IMT2020 (JCA IMT2020) is preparing, progressing and maintaining a roadmap to support IMT-2020 standardization coordination. IMT-2020 is an important topic for our industry, and many standardization-related activities are held in various entities.

    Mr Scott Mansfield (Ericsson Canada) was appointed as the Chairman and Ms Ying Cheng (China Unicom) as the Vice-chairman of JCA-IMT2020. JCA-IMT2020 reports to the SG13 as its parent group.

    JCA-IMT2020 will have its next meeting in Geneva, on 17 October 2019 (18:00 – 19:30) during the ITU-T Study Group 13 meeting 14 – 25 October 2019.

  7. SUMMARY OF ITU-R WORKING PARTY 5D WORKSHOP ON “IMT-2020 TERRESTRIAL RADIO INTERFACES EVALUATION”

    Working Party 5D (WP 5D) held a workshop on “IMT-2020 Terrestrial Radio Interfaces Evaluation” on 10 and 11 December 2019, with around 100 participants.
    The objectives of the workshop were:
    – to promote information sharing on IMT-2020;
    – to facilitate dialogue within ITU-R WP 5D and amongst the proponents as well as the proponents as well as the evaluation groups. The convener opened the workshop with remarks on its importance to promote efficient and intensive dialogue and discussion amongst the proponents and Independent Evaluation Groups, facilitating the IMT-2020 radio interface development process and by noting that each Independent Evaluation Group is required to submit its final evaluation report in February 2020. In the morning of the first day, the proponents of IMT-2020 terrestrial radio interfaces (3GPP Proponent, China, Korea, ETSI TC DECT, Nufront and TSDSI) presented their technologies and self-evaluation reports, followed by Q&A for technical clarifications and observations on future consensus building. During the course of the afternoon ten registered Independent Evaluation Groups presented their organization, evaluation methods, proposed technologies under evaluation, summary of interim evaluation reports submitted to WP 5D #33 meeting and so forth. There were observations and questions on the interim evaluation reports from proponents and other Independent Evaluation Groups. Some of the Independent Evaluation Groups had posted questions to proponents in the “Evaluation Groups discussion area” and it is encouraged to use this tool further to facilitate communication among the interested parties. The workshop session in the morning on the second day was a joint session with SWG Evaluation and SWG Coordination, in which the interim reports submitted to WP 5D #33 meeting were considered in detail. The objectives of the workshop were well achieved, and all the presentations made during the workshop can be found on the ITU-R WP 5D.
