ITU-R WP5D Brazil Meeting: Complete IMT 2020 RIT/SRITs from 3GPP, China & Korea advance; Nufront submits new EUHT RIT

IMT-2020 RIT/SRITs:

This past week’s 32nd meeting of ITU-R WP 5D in Brazil was a milestone for the IMT-2020 process described in Document IMT 2020/2(Rev.1): Step 3 – submission / reception of the RIT and SRIT proposals and acknowledgement of receipt.

Seven submissions of candidate IMT-2020 RIT/SRITs were received at this meeting.  Importantly, some were updates to their previous submissions.

Note 1. At this week’s ITU-R WP5D meeting in Brazil, Nufront (Beijing) Technology Co. Ltd (Nufront) proposed ‘EUHTRIT as the candidate IMT-2020 radio interface technology. The Nufront new candidate RIT is in addition to the RIT/SRITs previously input by 3GPP, China, South Korea, TSDSI (India), ETSI/DECT Forum.

Nufront provided the characteristics template, link budget template, compliance template, and self-evaluation report of the EUHT RIT. The submission templates follow the ITU-R IMT-2020 submission format and guidelines as defined in Report ITU‑R M.2411.

After review of all the submissions (see Table 1. below) under the IMT-2020 process Step 3 (the cut off date for submissions of candidate IMT 2020 RIT/SRITs), the meeting determined that the submissions from 3GPP (SRIT and RIT), China and Korea are “complete” per section 5 of Report ITU-R M.2411.  Therefore, they fulfilled the requirements for submission in Step 3 of the IMT-2020 process.

The meeting is of the view that, the supplied self-evaluation and any amendments accepted during this meeting for the submissions of ETSI (TC DECT) and DECT Forum (the component RIT DECT-2020 NR), Nufront and TSDSI do not yet permit WP 5D to determine if a complete and satisfactory self-evaluation as required by the IMT-2020 process has been fully provided.

A way forward for these submissions has been agreed by the meeting (Doc. 5D/TEMP/778-only available to those who have a TIES account). The Proponents should provide the full details requested in the process and in the specifically defined way to WP 5D, considering the comments raised in this meeting, in order for WP 5D to proceed further in the process with the submissions.

A decision on the submission above shall be taken in 33rd meeting WP 5D in December 2019.
For convenience, these submitted proposals are also posted on the “Web page for IMT-2020 submission and evaluation process.”

Under the IMT-2020 submission and evaluation process, the ITU-R will now proceed with the detailed evaluation of the proposed candidate technologies until 34th meeting of WP 5D in February 2020.

IMT-2020/VVV:

The meeting agreed to complete this document (IMT-2020/VVV) at this meeting, rather than the original plan of the #34 meeting. During development of the document, it was agreed to follow the approach adopted by WP 5D for the development of IMT-Advanced (aka “LTE Advanced).

The finalized new IMT-2020/VVV document on “Process and use of the Global Core Specification (GCS), references, and related certifications in conjunction with Recommendation ITU-R M.[IMT-2020.SPECS]” is in Document 5D/TEMP/728 (only available to those who have a TIES account).

Objectives for the ITU-R WP 5D meetings #33 and #34:

I. The next ITU-R WP 5D meeting #33, scheduled to be held in December 2019, will be entirely focused on the activities of the Technology Aspects Working Group. It should be noted that neither the General Aspects Working Group nor the Spectrum Aspects Working Group will be in session at the 33rd meeting. The next meeting at which Working Group Spectrum Aspects will be in session will be at the 34th meeting of WP 5D scheduled to be held in February 2020.

5D meeting #33 will be a focused meeting on the following technology aspects and will include the workshop on evaluation of IMT-2020 terrestrial radio interfaces (Doc. 5D/TEMP/809):

  1. Review additional materials to be provided by the candidate IMT-2020 RIT/SRIT proponents ETSI (TC DECT) and DECT Forum, Nufront and TSDSI, per the agreed way forward at the 32nd WP 5D meeting with regard to their respective submissions;
  2. Review of external activities in Independent Evaluation Groups through interim evaluation reports.
  • Continue work on revision of Recommendation ITU-R M.1457-14

Note: SWG Out of band emissions and SWG Radio Aspects will not have any session at the WP 5D #33 meeting. Contributions to the respective work items would be considered at the WP 5D #34 meeting.

II. The key objectives of the Technology Aspects WG for the 34th ITU-R WP 5D meeting:

  1. Review of external activities and evaluation reports of Independent Evaluation Groups. Complete evaluation reports summary (IMT-2020/ZZZ).
  2. Continue the work on “Over-the-air (OTA) TRP field measurements for IMT radio equipment utilizing AAS” based on the requested response from 3GPP and expected input from other organisations and administrations.
  • Continue work on revision of Recommendation ITU-R M.1457-14.
  • Continue work on synchronization of multiple IMT-2020 TDD networks.

Appendix II: Work with involved organizations, including research entities:

The strategy for ITU-R WP 5D going forward is to gather information from the organizations involved in the global research and development and those that have an interest in the future development of IMT and to inform them of the framework and technical requirements in order to build consensus on a global level.

ITU-R WP 5D can play an essential role to promote and encourage these research activities towards common goals and to ensure that information from the WP 5D development on the vision, spectrum issues, envisioned new services and technical requirements are widespread among the research community. In the same manner, WP 5D encourages inputs from the external communities involved in these research and technology developments.

It is evident that continuing dialogue between the ITU and the entities taking part in research is a key to the continuing success of the industry in advancing and expanding the global wireless marketplace.

Working Party 5D, as is the case with all ITU organizations, works from input contributions submitted by members of the ITU. In order to facilitate receipt of information from external entities who may not be direct members of ITU, the Radiocommunication Bureau Secretariat may be considered as the point of interface, in accordance with Resolution ITU-R 9‑5.

The following major activities are foreseen to take place outside of the ITU, including WP 5D, in order to successfully complement the WP 5D work:

–Research on new technologies to address the new elements and new capabilities of IMT‑2020;

–Ongoing development of specifications for IMT and subsequent enhancements.

Subject:  Acknowledgement of IMT-2020 proposals, future plans and evaluation report requests

Evaluation Workshop:
WP 5D will hold a Workshop on “IMT-2020 Terrestrial Radio Interfaces Evaluation” from 10 to 11 December, 2019 during its 33rd meeting to provide an interactive discussion among IEGs, proponents and WP 5D delegates.

The workshop will be held at the same venue as the 33rd meeting of WP 5D. The program of the workshop and detailed information about the workshop registration can be found on the “Web page for IMT-2020 submission and evaluation process” (under “Workshop on IMT-2020 Terrestrial Radio Interfaces Evaluation”). Parties interested in the details of the workshop (program, registration deadline, etc.) are kindly requested to check the workshop website periodically before the 33rd WP 5D meeting.

Evaluation Group discussion area:
The Evaluation Group discussion area can be found on “Web page for IMT-2020 submission and evaluation process.”

This discussion area is to exchange views on the characteristics of the proposed radio interface(s) technologies submitted by proponents and to discuss evaluation related issues among IEGs and the proponents.

The discussion area is available on a subscription basis for ITU-R members, designated representatives of the proponents of candidate technology submissions and designated representatives of the IEGs. Focal points of both the proponents and IEGs are requested to provide details of the designated representatives. IEGs and proponents are encouraged to participate in the Evaluation Group discussion area, and share the experiences that might be helpful to progress the evaluation activities.

Request for evaluation reports:
Following the IMT-2020 process on “Submission/Reception of the RIT and SRIT proposals and acknowledgement of receipt” in accordance with Document IMT-2020/2(Rev.2), WP 5D started the evaluation process from its 31st meeting in October 2018, and will last until its 34th meeting in February 2020.

Therefore, WP 5D expects to receive the final evaluation reports from the Independent Evaluation Groups on those IMT-2020 candidate technology RIT(s)/SRIT(s) that have been evaluated by its 34th meeting. While WP 5D kindly requests the independent evaluation groups to provide an interim
evaluation report for its 33rd meeting in December 2019 in which the Workshop on IMT-2020 evaluation will also be held.  It is also suggested that the evaluation reports contain information including the use of Report ITU-R M.2412, the considered test environment(s), the evaluated RIT(s)/ SRIT(s), and the evaluation results as requested by the compliance templates, but not limited to those. It is also requested that the interim evaluation report includes as much detail about the evaluation as possible.

Revision to Document IMT-2020/2:
Revision 2 to Document IMT-2020/2 “Submission, evaluation process and consensus building for IMT-2020”, is now available on “IMT-2020 documents”. This revision contains an additional WP 5D meeting planned in November 2020 to complete the Recommendation for detailed specifications of radio interface technologies for the terrestrial components of IMT-2020.

Updates to the ITU-R web page for the IMT-2020 submission and evaluation process and IMT-2020 documents Any future changes to the submission and evaluation process will be announced in Addenda to this
Circular Letter. Other information, such as information on the Workshop on IMT-2020 Terrestrial Radio Interfaces Evaluation, and interim evaluation report(s) will be updated dynamically on the “Web page for IMT-2020 submission and evaluation process” and “IMT-2020 documents.”

  1. In an April 2019 IEEE 802.11 contribution, Nufront proposed that IEEE and Nufront work together to directly submit IEEE 802.11ax and EUHT to ITU for IMT-2020. IEEE 802.11 took no action on this (despite numerous inquiries we still have not found out why??) so Nufront proposed EUHT to ITU-R WP5D this past week as a candidate IMT 2020 RIT.

    In its referenced IEEE 802.11 contribution, Nufront stated:

    In the future, eMBB services will only account for 20% of the entire 5G market, and another 80% will be URLLC services. Currently, the demand for URLLC is increasingly urgent, especially in the fields of industrial internet, intelligent transportation system, robotics, etc. In addition, the business of high-speed mobile scenarios will also grow rapidly, such as high-speed rail, subway, low-altitude air traffic control, etc.

    The Chinese company claimed that the 3GPP 5G Proposal Can’t Support URLLC (but that’s because it’s not in 3GPP Release 15 but is scheduled for Release 16). They said that from the study report of URLLC, 3GPP Release 16 still adheres to mini-slot, grant free and HARQ mechanisms, and relies on extremely low spectral efficiency (0.0586 bit/s/Hz) to implement URLLC, which has little commercial value.

    -Due to the high cost and high complexity of installment and maintenance of 3GPP 5G, Chinese operators have lost confidence in 3GPP 5G and can only start with the NSA; operators in other countries are more cautious. It seems that “Super Wi-Fi” would be better than 3GPP R15.
    -Due to the lack support of URLLC, top experts around the world start to worry that real URLLC will not be realized until 2035.
    -It will have negative influence on the future if IEEE does not submit 5G proposal to ITU-R. (They didn’t and we agree with this statement).
    -Nufront has accomplished significant progress in the R&D of the next generation wireless communication system, and is willing to cooperate with IEEE on the next generation.
    -EUHT: Rural eMBB / Urban Macro URLLC/ Urban Macro mMTC

  2. China’s IMT 2020 RIT Submission:

    On July 17, 2019, the ITU-R WP5D#32 meeting ended in Buzios, Brazil. At this meeting, China completed the complete submission of the IMT-2020 (5G) candidate technical solution, and obtained the official acceptance confirmation letter from the ITU regarding the 5G candidate technology solution.

    China’s 5G wireless air interface technology (RIT) solution is based on 3GPP new air interface (NR) and narrowband Internet of Things (NB-IoT) technology. Among them, NR focuses on the technical requirements of enhanced mobile broadband (eMBB), low latency and high reliability (URLLC) scenarios, and NB-IoT meets the technical requirements of large-scale machine connection (mMTC) scenarios. China’s 5G technology program expresses China’s understanding of 5G technology, considers the integrity and advancement of 5G technology, and maintains the global unified standard with 3GPP as the core, reflecting China’s industrial interests.

    According to the requirements of the ITU, the complete 5G technology submission materials include technical solution descriptive templates, link budget templates, performance indicator satisfaction templates, and self-assessment reports. China’s 5G technology solutions and technical support materials come from many research results of domestic equipment manufacturers, operators and research units, reflecting the collective efforts and collective wisdom in the domestic communications field. China’s self-assessment research results show that the NR+NB-IoT wireless air interface technology solution can fully meet the technical vision requirements of IMT-2020 and the IMT-2020 technical indicators.

    At the subsequent ITU-R WP5D meeting, China will work with national and regional organizations to participate in the ITU’s assessment and coordination process. Based on the results of the evaluation and coordination, the ITU will officially announce the birth of the 5G technology solution at the WP5D #35 meeting in June 2020.

    After review of all the submissions under the IMT-2020 process Step 3, the meeting determined that the submissions of 3GPP (SRIT and RIT), China and Korea are “complete” per section 5 of Report ITU-R M.2411; thus, they fulfilled the requirements for submission in Step 3 of the IMT-2020 process and have proceeded to Step 4.
    The meeting is of the view that, the supplied self-evaluation and any amendments accepted during this meeting for the submissions of:
    ETSI (TC DECT) and DECT Forum (specifically for the component RIT DECT-2020 NR);
    – Nufront (China); and
    – TSDSI (India)

    do not yet permit WP 5D to determine if a complete and satisfactory self-evaluation as required by the IMT-2020 process has been fully provided, thus these submissions have not yet completed Step 3.
    Each of these submissions were each independently analyzed according to the defined and published ITU-R process for IMT-2020 and were each determined for their own set of reasons to not be able to be determined as being fully in compliance with one or more of the following items:
    1) The completeness of the candidate submission(s) following the guidance in Report ITU‑R M.2411.
    2) Details of the components that were required to be provided, as defined in Report ITU‑R M.2411 and where the corresponding information is to be found within the candidate submission.
    As a result, a decision was not able to be taken by Working Party whether a complete and satisfactory self-evaluation as required by the IMT-2020 process has been fully provided, in order for the respective IMT-2020 submissions to be allowed to proceed forward in the IMT-2020 process.
    According to the agreed IMT-2020 process, submissions would not proceed forward in the IMT-2020 process if they were not able to be determined by the analysis in WP 5D at Meeting #32 that they were “complete” (as provided in the contributions to WP 5D by the contribution deadline for WP 5D meeting #32 in Brazil – the final date for complete submissions).
    While it was not necessary to do so according to the procedure, WP 5D have provided opportunity during the course of Meeting #32, for the RIT/SRIT Proponents to satisfy the deficient areas identified during the course of the meeting, specifically requesting of the relevant Proponents that information in the prescribed format specified for submissions as well as other information necessary to constitute a “complete submission.”

    It is duly noted that the Proponents with candidate submissions that had missing or insufficient information did work to improve their submissions when requested by WP 5D during Meeting #32.
    However, in some cases, it was indicated by the Proponent that providing the missing information required some additional time to perform the necessary simulations and calculations and ensue that the full scope of the technical impacts could be properly presented to WP 5D.
    As a solution to this situation, a ‘Way Forward’ (Document IMT-2020/22 “A proposal for a way forward on IMT-2020 submissions”) suggested by the Chairman of WP 5D for these three submissions has been agreed by the meeting, on an exceptional basis, to facilitate these proposals having an opportunity to remedy their submissions and conclude Step 3. The Proponent should provide the full details requested in the process and in the specifically defined way to WP 5D, considering the comments raised in this meeting, by a hard deadline of 10 September 2019 in order for WP 5D to proceed further in the process with these submissions.
    In particular, the ‘Way Forward’ stipulates:
    1 Grant that, on a one-time exceptional basis, the relevant materials necessary for the Proponent to provide a complete and satisfactory self-evaluation adhering in all ways to the IMT-2020 process and procedures in Document IMT-2020/2 (Rev.2), and in particular with regard to the relevant Compliance Templates, could (must) be provided for consideration by WP 5D by a hard (non-waivable) deadline of no later than 10 September 2019 by 16:00 hours UTC to the Radiocommunications Bureau.
    2 Those candidate submissions falling under this exception, will be carried forward as candidate submissions not yet having completed Step 3 from WP 5D Meeting #32, along with any already provided supplementary materials via the relevant IMT2020/YYY documents (IMT-2020/17, IMT-2020/18, IMT-2020/19) with the status of these submissions duly indicated. A decision shall then be taken in WP 5D Meeting #33.
    3 The Bureau is requested to, as soon as possible after receipt, process such additional information received from a Proponent by the 10 September deadline into an input for the WP 5D Meeting #33 (December 2019) and to notify the WP 5D in a suitable manner.
    4 In addition, the Bureau is requested to notify the External Independent Evaluations Groups (IEGs) of the availability of the additional information in order that the IEGs might take this into account in their evaluation activities.
    5 It is acknowledged the candidate submission technologies operating under this exception would be able to be evaluated under Step 4, pending the decision in WP 5D #33 meeting.

    Additionally, Working Party 5D reserves its right to make the final decision (on the respective submissions requested to provide further information) in regard to their proceeding forward in the IMT-2020 process at WP 5D Meeting #33 in December 2019.
    The final decision must and will be taken at WP 5D Meeting #33 and shall not be further postponed. Additional delays in the IMT-2020 process would not practically be able to be considered or granted. It is cautioned that these deviations to the IMT-2020 process should not be a precedent for the future of the IMT processes.
    A summary of each individual “acknowledgement of submission,” “observations of SWG Evaluation” and the “submission history” documenting each final submission was developed by the meeting as an individualized set of IMT-2020 documents.

  5. It appears that WP5D meeting #33 this December will be crucial for TSDSI, ETSI/DECT Forum, and Nufront candidate IMT 2020 RIT/SRITs.

    An even bigger issue is how will 3GPP release 16 (when completed) will be integrated into the 3GPP IMT 2020 RIT/SRIT? That completed release will specify ultra low latency, ultra high reliability, IMT 2020 packet core, IMT 2020 signaling/control plane (vs LTE anchor for 5G NR NSA which is from 3GPP Release 15)

  6. ITU-R WP 5D will hold a workshop on IMT-2020, focusing on the evaluation of the candidate terrestrial radio interfaces at its 33rd meeting taking place December 2019 in Geneva, at which interim evaluation reports are expected. This will help the IEGs understand the details of the proposed candidate technologies, and interact amongst themselves as well as other WP 5D participants. This workshop is a continuation of the previous one on IMT-2020 held in 2017, Munich, which addressed the process, requirements, and evaluation criteria for IMT-2020 as well as views from proponents on the developments of IMT-2020 radio interfaces and activities of the IEGs.
    2 Objectives
    The objectives of the workshop are as follows;
    – to promote information sharing on IMT-2020;
    – to facilitate dialogue within ITU-R WP 5D and amongst the proponents as well as the evaluation groups; and in particular;
    • to review the final submissions of the proposed RITs/SRITs for IMT-2020;
    • to review the evaluation results reported by the IEGs at this stage;
    • to review the WP 5D template which will be used to summarise evaluation results for each IEG;
    • to present the details of the proposed RITs/SRITs including self-evaluation results and detailed evaluation methods by the proponents;
    • to introduce the evaluation activities and future plans of the IEGs,; and
    • to review the outcome WRC-19 and its implication on IMT-2020 evaluations and further development.
    3 Program
    Please refer to the draft program of the Workshop in Attachment 1.
    4 Schedule
    The workshop will run from the 10th to 11th of December 2019 in conjunction with the 33rd meeting of WP 5D. Please refer to Attachment 2 for the anticipated high level time plan of the workshop and the WP 5D meeting.
    In addition, in the course of meeting #33, the IEGs and proponents may wish to participate in the discussions in certain sessions of Working Party 5D meeting on Thursday and Friday.
    5 Participants
    WP 5D delegates, representatives from the proponents of the RITs/SRITs and representatives of the registered independent evaluation groups.

  7. At it’s Dec 11-13, 2019 meeting in Geneva, ITU-R WP 5D SWG Evaluation/WG Technology Aspects has determined that 3GPP, China, Korea, TSDSI (India), ETSI/DECT Forum and Nufront IMT 2020 RIT self evaluations were complete as per IMT-2020 Process Step 3.

    That result progresses IMT 2020 RITs from TSDSI, ETSI-DECT Forum, Nufront (still some issued with this one) which were said to be incomplete at the previous WP 5D meeting (#32) as per this text:

    “Working Party 5D (WP 5D) has so far identified at WP 5D meeting #32, in its review of the Proponent (TSDSI/ETSI-DECT Forum/Nufront), some submission deficiencies and clarification of technology issues which impact the submission and the ability of WP 5D to have the submission move forward in the IMT-2020 process. The proponent had been requested in the discussions in WP 5D meeting #32 to remedy the deficient information.”

    “This submission cannot, in its current form, be determined to have satisfactorily fulfilled Section 4.3 for the self-evaluation. The supplied self-evaluation and any amendments accepted during WP 5D meeting #32 for TSDSI RIT do not yet permit WP 5D to determine if a complete and satisfactory self-evaluation as required by the IMT-2020 process has been fully provided.
    The Proponent should provide the full details requested in the process and in the specifically defined way to WP 5D, considering the comments raised in WP 5D meeting #32, in order for WP 5D to proceed further in the process with this submission”

    Note that ATIS and 5GMF (Japan) stated that China and Korea IMT 2020 IMT 2020 RIT submissions are technically identical to 3GPPs which is based on 3GPP Release 15 (for both 5G-NR and NB-IoT).

  8. The last ITU-R SG 5 meeting after WP 5D Meeting No. 36bis is Nov 23-24, 2020 in Geneva. If IMT 2020.SPECS are not been approved at that meeting, they should be renamed IMT 2021 (or perhaps IMT 2022)!

    It is not possible for IMT 2020 to meet ITU-R Performance Requirements (especially ultra high reliability/ultra low latency), have a 5G Core with 5G network management, control plane/signaling, and security until 3GPP Release 16 is completed and submitted to ITU-R WP 5D at their June 2020 meeting- just 1 week after the related 3GPP June 2020 meeting has been completed.
