Activity of Working Group (WG) Technology Aspects:
i) continue developing draft new Document IMT-2020/YYY “Input Submission Summary”;
ii) review technology submissions for IMT-2020;
iii) finalize and provisionally agree to the specific technology updates for draft Revision 14 of Rec. ITU-R M.1457 (without detailed transposition references);
iv) handle contributions on IMT-2020 evaluation, out of band emissions and other subjects.
During this meeting, WG Technology Aspects established four Sub-Working Groups:

IMT-2020 submission:
SWG Coordination reviewed the received initial descriptions related to the proposal of candidate IMT‑2020 radio interfaces from ETSI and DECT Forum, and TSDSI; the detailed technical characteristics will be further reviewed at next WP 5D meeting.
The updated information from 3GPP and China on their proposals were also reviewed. Information on the status of this work has been included in two draft liaison statements to proponents (5D/TEMP/553) and IEGs (Independent Evaluation Groups) (5D/TEMP/554) respectively.
In addition, development of the acknowledgment, SWG Evaluation reviewed two contributions on informative technical materials for IMT-2020 evaluation simulation. It was identified that the “IMT-2020 submission and evaluation process” web page (see below for more) can be used to share this type of “informative material” to facilitate IMT-2020 evaluation.

- Report ITU-R M.2410 – This Report describes key requirements related to the minimum technical performance of IMT-2020 candidate radio interface technologies. It also provides the necessary background information about the individual requirements and the justification for the items and values chosen. Provision of such background information is needed for a broader understanding of the requirements. This Report is based on the ongoing development activities of external research and technology organizations.
Requirements, evaluation criteria and submission templates for the development of IMT-2020
- Report ITU-R M.2411 – This Report deals with on the requirements, evaluation criteria and submission templates for the development of Recommendations and Reports on IMT-2020, such as the detailed specifications of IMT 2020. It provides the service, spectrum and technical performance requirements for candidate Radio Interface Technologies (RITs)/Set of Radio Interface Technologies (SRITs) for IMT 2020.
Guidelines for evaluation of radio interface technologies for IMT-2020
- Report ITU-R M.2412 – This Report provides guidelines for the procedure, the methodology and the criteria (technical, spectrum and service) to be used in evaluating the candidate IMT-2020 radio interface technologies (RITs) or Set of RITs (SRITs) for a number of test environments. These test environments are chosen to simulate closely the more stringent radio operating environments. The evaluation procedure is designed in such a way that the overall performance of the candidate RITs/SRITs may be fairly and equally assessed on a technical basis. It ensures that the overall IMT 2020 objectives are met.

Way forward on the relative processes responsible by SWG Evaluation:
Before developing the detailed workplan and relative working documents, works from Step 4 to 7 in the IMT-2020/2(Rev.1) (Submission, evaluation process and consensus building for IMT-2020) were further clarified based on one input contribution (Document 5D/981 (China)) received in this meeting, and a way forward to clarify the relative processes responsible by SWG Evaluation with further clarification on relationship between process steps, deliverables and Record document of evaluation report submitted by IEGs.
It addressed that WP 5D will monitor the progress of the evaluation activities, and provide appropriate response to problems or requests for guidance to facilitate consensus building in Step 5 so that the meeting identified that the “interim” evaluation report(s) is/are expected to be received from IEG(s) at WP 5D #33 meeting which is the meeting before the last scheduled meeting for evaluation report submission. The meeting had different views on whether the request of this “interim” evaluation report is proper to be mandatory or not to IEG, which will be further consulted with ITU-R SG 5 Counsellor, and the exact proper wording about it will be further discussed when the corresponding Circular letter and LS are developed in the next meeting.
It was concluded during the meeting discussions that Document IMT-2020/ZZZ is created per IEG, which will be created for a specific IEG at WP 5D #34 upon its latest evaluation report(s) and finalized at WP 5D #34. The template of Document IMT-2020/ZZZ is currently planned to be completed at WP 5D meeting #32, which will be further reviewed according to the progress in the following meetings. Document structure of IMT-2020/k will be completed at WP 5D #31.
Develop the detailed work plan for development of the Document IMT-2020/ZZZ (Evaluation reports summary)
The meeting discussed and developed the detailed work plan of IMT-2020/ZZZ based on three carried forward contributions and two new input contributions, Documents 5D/982 (China, Japan, Korea), 5D/983 (China). Based on the above way forward, the detailed work plan of IMT-2020/ZZZ was compiled and developed in Document 5D/TEMP/573.
The meeting discussed and developed the working document towards a template of IMT-2020/ZZZ based on two input contributions, Documents 5D/982 (China, Japan, Korea), 5D/983 (China). Based on the above way forward, the title, background, the section on use of information in Report ITU-R M.2412 and general structure of this template were discussed. The working document formed in this meeting is provided in Document 5D/TEMP/574.
Discuss and develop the working document towards IMT-2020/k (Record of input materials from IEGs)
The meeting discussed and developed the working document towards maintaining a history of Evaluation Report(s) from IEG based on one input contribution, Document 5D/983 (China). Based on the above way forward, the title of working document and document structure were discussed, and purpose and method to use this document were clarified. The working document formed in this meeting is provided in Document 5D/TEMP/575, which is planned to be completed in the next WP 5D meeting #31 venue TBD.

IMT 2020 Status after Oct 2018 ITU-R WP 5D meeting in Fukuoka, Japan
Technology Aspects WG:
IMT-2020 submission:
This meeting received updated information related to the proposal of candidate IMT-2020 radio interfaces from ETSI and DECT Forum (Document 5D/1046); and also updated submissions of candidate IMT-2020 radio interfaces from 3GPP (Document 5D/1050), China (Document 5D/1055), and Korea (Document 5D/1077).
These contributions were reviewed and the respective IMT-2020 documents were revised accordingly.
IMT-2020 evaluation:
An initial evaluation report was received from the Evaluation Group TPCEG and reviewed. An IMT-2020 Document was created to record the evaluation report (Document 5D/TEMP/608). In addition, SWG Evaluation also started to review the received self-evaluation results from 3GPP, China and Korea.
A draft liaison statement to the Registered Independent Evaluation Groups was developed to update the work progress within WP 5D on Evaluation of IMT-2020 candidate technologies (Document 5D/TEMP/610).
Update from October 2018 ITU-R WP5D meeting output document on IMT 2020 Evaluation:
As per the IMT-2020 process for “Submission/Reception of the RIT and SRIT proposals and acknowledgement of receipt” and in accordance with Document IMT-2020/2(Rev.1), the evaluation process for Independent Evaluation Groups (IEGs) started from Working Party (WP) 5D 31st meeting in October 2018 and will proceed until ITU-R WP 5D 34th meeting in February 2020.
Considering the tight schedule of the evaluation process, and the potential intensive evaluation work which addresses a variety of configurations as well as Test Environments for the three Usage Scenarios (eMBB, mMTC and URLLC) as defined in Report ITU-R M.2412, WP 5D expects to receive the final evaluation report(s) at the 34th WP 5D meeting and recommends that the independent evaluation groups to provide interim evaluation reports before or at the 33rd WP 5D meeting, which is tentatively scheduled in December 2019.
Guidance offered by Mr. Francois Rancy, as a Director of the ITU Radiocommunication Bureau (ITU-R) in his opening remarks to the 19 November, 2018 ITU-R Study Group 5 meeting where he expressed the following views on IMT-2020:
“Beyond WRC-19, I would like to stress the importance of the work of the Study Group for IMT-2020 telecommunications. Of course the work of the world conference is essential to provide harmonized spectrum, but in addition to that, the work of the standards in my mind is essential to ensure all those economies of scale for hopefully one standard and interoperability and roaming throughout the world.
And if we want to build the global village which is the ambition of the ITU, we need to try to converge on a single standard harmonized worldwide to ensure. Not all parts of the world can be connected especially in the 50% population which currently is yet to be connected and to be able to do that we need to rely on the world’s globally harmonized standard. So thanks for your efforts.
We have to keep in mind that investments for 5G will probably represent something like 10,000 billion dollars worldwide and when you are in this type of amount of money you can’t afford to have two standards, you can’t afford to divide the world into two incompatible types of devices. So this is really the challenge that Study Group 5 and Working Party 5D have to meet and I’m sure you are aware of the importance of these discussions…”

ITU-R WP5D:
1. Is responsible for the overall system aspects of the terrestrial component of IMT, comprising IMT-2000, IMT-Advanced, and IMT for 2020 and beyond.
2. Has the prime responsibility within ITU-R for issues related to the terrestrial component of IMT, including technical, operational and spectrum related issues to meet the objectives of future IMT systems.
3. Is the lead group for the overall maintenance of existing and the development of new Reports/Recommendations on IMT.
4. Is responsible for studies related on aspects regarding the continued deployment of IMT 2000 and IMT-Advanced including aspects such as convergence impacts regulatory and operational matters within the purview of Study Group 5.
5. Will continue to work closely with Working Parties 4B and 4C on issues related to the satellite component of IMT.
6. Will continue to work closely with other Working Parties on issues relevant for IMT systems.
