Overview of ITU-R Working Party 5D work (as per July 5, 2017 report):

Working Party 5D:

1. Is responsible for the overall system aspects of the terrestrial component of IMT, comprising IMT-2000, IMT-Advanced, and IMT for 2020 and beyond.

2. Has the prime responsibility within ITU-R for issues related to the terrestrial component of IMT, including technical, operational and spectrum related issues to meet the objectives of future IMT systems.

3. Is the lead group for the overall maintenance of existing and the development of new Reports/Recommendations on IMT.

4. Is responsible for studies related on aspects regarding the continued deployment of IMT‑2000 and IMT-Advanced including aspects such as convergence impacts regulatory and operational matters within the purview of Study Group 5.

5. Will continue to work closely with Working Parties 4B and 4C on issues related to the satellite component of IMT.

6. Will continue to work closely with other Working Parties on issues relevant for IMT systems.

Scopes for the various ITU-R WP 5D Working Groups:

WG GENERAL ASPECTS:

– To develop deliverables on services, forecasts, and also convergence of services of fixed and mobile networks which take account the needs of end users, and the demand for IMT capabilities and supported services. This includes aspects regarding the continued deployment of IMT, other general topics of IMT and overall objectives for the long-term development of IMT. To update the relevant IMT Recommendations/Reports.

– To ensure that the requirements and needs of the developing countries are reflected in the work and deliverables of WP 5D in the development of IMT. This includes coordination of work with ITU-D Sector on deployments of IMT systems and transition to IMT system.

WG TECHNOLOGY ASPECTS:

– To provide the technology related aspects of IMT through development of Recommendations and Reports. To update the relevant IMT‑2000 and IMT-Advanced Recommendations.  To work on key elements of IMT technologies including requirements, evaluation, and evolution. To develop liaison with external research and standardization forums, and to coordinate the external and internal activities related to the IMT-2020 process.

– To manage the research topics website and its findings.

WG SPECTRUM ASPECTS:

– To undertake co-existence studies, develop spectrum plans, and channel/frequency arrangements for IMT. This includes spectrum sharing between IMT and other radio services/systems coordinating as appropriate with other Working Parties in ITU-R.

AD HOC WORK PLAN:

– To coordinate the work of WP 5D to facilitate efficient and timely progress of work items.

Work with involved organizations, including research entities:

The strategy for ITU-R WP 5D going forward is to gather information from the organizations involved in the global research and development and those that have an interest in the future development of IMT and to inform them of the framework and technical requirements in order to build consensus on a global level.

ITU-R WP 5D can play an essential role to promote and encourage these research activities towards common goals and to ensure that information from the WP 5D development on the vision, spectrum issues, envisioned new services and technical requirements are widespread among the research community. In the same manner, WP 5D encourages inputs from the external communities involved in these research and technology developments.

It is evident that continuing dialogue between the ITU and the entities taking part in research is a key to the continuing success of the industry in advancing and expanding the global wireless marketplace.

Working Party 5D, as is the case with all ITU organizations, works from input contributions submitted by members of the ITU. In order to facilitate receipt of information from external entities who may not be direct members of ITU, the Radiocommunication Bureau Secretariat may be considered as the point of interface, in accordance with Resolution ITU-R 9‑5.

The following major activities are foreseen to take place outside of the ITU, including WP 5D, in order to successfully complement the WP 5D work:

research on new technologies to address the new elements and new capabilities of IMT‑2020;

the ongoing development of specifications for IMT and subsequent enhancements.

Detailed timeline and process for Technology related work stream towards IMT-2020:

Working Party 5D has developed a work plan, timeline, process and required deliverables for the future development of IMT, necessary to provide by 2020 timeframe, the expected ITU-R outcome of evolved IMT in support of the next generation of mobile broadband communications systems beyond IMT-Advanced.

Circular Letter(s) are expected to be issued at the appropriate time(s) to announce the invitation to submit formal proposals and other relevant information.

It has been agreed that the well-known process and deliverable formats utilized for both IMT-2000 and IMT-Advanced should be utilized also for IMT-2020 and considered as a “model” for the IMT‑2020 deliverables to leverage on the prior work.

Dates have been decided for RA-19 (21-25 October 2019) and WRC-19 (28 October – 22 November 2019).

The WP 5D #32 (July) is the main meeting for year 2019.

The WP 5D #33 is to be held in December with a focus on the evaluation process (WG Technology Aspects).

If needed there is an opportunity for expert meeting to focus on preparation towards WRC-19 (WG General Aspects and WG Spectrum Aspects) prior to the WP 5D #32 (July).

  1. What frequency bands are under study for the implementation of IMT2020 (5G)?
    The following frequency bands, which are already allocated for mobile communications, will be studied with a view to an IMT-2020 (5G) identification:
    • 24.25 – 27.5 GHz • 37 – 40.5 GHz
    • 42.5 – 43.5 GHz • 45.5 – 47 GHz
    • 47.2 – 50.2 GHz • 50.4 – 52.6 GHz
    • 66 – 76 GHz • 81 – 86 GHz
    The following bands will also be studied, although they do not currently have global mobile allocations:
    • 31.8 – 33.4 GHz
    • 40.5 – 42.5 GHz
    • 47 – 47.2 GHz
    The results of the studies will be submitted for decision to the next ITU World Radio Conference (WRC-19),
    to be held from 28 October to 22 November 2019 in Sharm el-Sheikh, Egypt.

  2. Requirements, evaluation criteria and submission templates for the development of IMT-2020

    Requirements related to technical performance for IMT-2020 radio interface(s)
    Report ITU-R M.2410 – This Report describes key requirements related to the minimum technical performance of IMT-2020 candidate radio interface technologies. It also provides the necessary background information about the individual requirements and the justification for the items and values chosen. Provision of such background information is needed for a broader understanding of the requirements. This Report is based on the ongoing development activities of external research and technology organizations.
    Requirements, evaluation criteria and submission templates for the development of IMT-2020

    Report ITU-R M.2411 – This Report deals with on the requirements, evaluation criteria and submission templates for the development of Recommendations and Reports on IMT-2020, such as the detailed specifications of IMT 2020. It provides the service, spectrum and technical performance requirements for candidate Radio Interface Technologies (RITs)/Set of Radio Interface Technologies (SRITs) for IMT 2020.

    Guidelines for evaluation of radio interface technologies for IMT-2020

    Report ITU-R M.2412 – This Report provides guidelines for the procedure, the methodology and the criteria (technical, spectrum and service) to be used in evaluating the candidate IMT-2020 radio interface technologies (RITs) or Set of RITs (SRITs) for a number of test environments. These test environments are chosen to simulate closely the more stringent radio operating environments. The evaluation procedure is designed in such a way that the overall performance of the candidate RITs/SRITs may be fairly and equally assessed on a technical basis. It ensures that the overall IMT 2020 objectives are met.

  3. From Oct 2018 ITU-R WP 5D meeting output document on IMT 2020 Evaluation:

    As per the IMT-2020 process for “Submission/Reception of the RIT and SRIT proposals and acknowledgement of receipt” and in accordance with Document IMT-2020/2(Rev.1), the evaluation process for Independent Evaluation Groups (IEGs) started from Working Party (WP) 5D 31st meeting in October 2018 and will proceed until ITU-R WP 5D 34th meeting in February 2020.

    Considering the tight schedule of the evaluation process, and the potential intensive evaluation work which addresses a variety of configurations as well as Test Environments for the three Usage Scenarios (eMBB, mMTC and URLLC) as defined in Report ITU-R M.2412, WP 5D expects to receive the final evaluation report(s) at the 34th WP 5D meeting and recommends that the independent evaluation groups to provide interim evaluation reports before or at the 33rd WP 5D meeting, which is tentatively scheduled in December 2019.

  4. July 2019 Update from ATIS (U.S. rep for 3GPP in ITU-R WP 5D) on 3GPP Release 16: LIAISON STATEMENT FROM 3GPP PROPONENT REGARDING IMT-2020 TRANSPOSITION TIMINGS IN STEP 8 OF IMT-2020 PROCESS

    3GPP asks WP 5D in this liaison if WP 5D could review its year-end 2020 schedule for IMT-2020 to provide some additional time for the provision of the transposed standards URL references to ITU-R for finalization of the new Recommendation ITU-R M.[IMT-2020.SPECS].

    Adjustment to the 3GPP Release 16 Schedule:
    In RAN Plenary #82, 3GPP amended the development schedule for 5G Release 16 to better reflect the complexities of the technology specifications development work. This was done in order to properly facilitate the sequencing of work between 3GPP RAN working groups for overall specification stability. Annex 1 shows this amended Release 16 schedule.

    Global Core Specification (GCS) for IMT-2020 process Step 8:
    3GPP plans to use the June 2020 specification output from the 3GPP Plenaries. In particular, the output of RAN #88 (15-18 June 2020), when Release 16 ASN.1 freeze milestone is concluded, will be the primary basis of the IMT-2020 separate GCSs that correspond to the 3GPP submissions of the NR RIT (Releases 15 & 16) and the LTE/NR SRIT (Releases 15 & 16)2. These specifications will establish the primary basis of the Global Core Specification (GCS) that the 3GPP GCS Proponent will provide to ITU-R WP 5D in time for the WP 5D Meeting #35 (24 June -1 July 2020). This is in anticipation of the detailed ITU-R schedule for IMT-2020 Step 8.
    The approved June 2020 version of the 3GPP specifications will be used by the 3GPP Transposing Organizations (TOs) for their individual standards transpositions, and for the creation of the relevant URL references to be provided to ITU-R for inclusion in the draft new Recommendation under Step 8 of the IMT-2020 process. It is expected that the published versions of the specifications from the June 2020 Plenary will be available to the Organizational Partners (OPs) by 6 July 2020 to initiate their transposition work.

    Anticipation of Schedules:
    While the normal detailed sequencing schedule used in IMT technology Recommendations for IMT-2020 Step 8 has not yet been communicated officially (via liaison) to the External Organizations by WP 5D, the 3GPP TOs have considered the usual milestones of the IMT process in their work planning analysis, assisted by consultations with the ITU-R WP 5D Chairman and the Chair of the WP 5D Work Plan Ad Hoc group.
    Based on a typical schedule for the URL references for ITU-R IMT technology Recommendations, the URL references for IMT-2020 need to be supplied by the TOs to ITU-R approximately 30 days ahead of the planned WP 5D Meeting #36 (7-14 October 2020). This lead time is needed in order for the Radiocommunication Bureau to compile all the TOs’ references and tables into the final draft version for all technologies included in Step 8 in time for WP 5D Meeting #36. The deadline for these URL references and related information to be sent to the Radiocommunication Bureau by the TOs would thusly be expected to be planned for 7 September 2020 by the ITU-R. WP 5D will conclude the draft Recommendation ITU-R M.[IMT-2020.SPECS] in its Meeting #36 and forward it to ITU-R Study Group 5 for initiating final ITU-R approval.

    3GPP notes that with the complexities of 5G as a new generation of technology and the importance of the new Recommendation ITU-R M.[IMT-2020.SPECS] globally for all stakeholders (including support for the results of WRC-19), any additional time afforded to the External Organizations in Step 8 for provision of the URL references would be of great benefit to all the radio interface technology proponents, not just 3GPP.
    3GPP welcomes any accommodation WP 5D might make concerning the scheduling of the work to conclude the first release of Recommendation ITU-R M.[IMT-2020.SPECS] and kindly asks for feedback to 3GPP from that discussion.
