ITU-R WP5D Feb 2020 Meeting Report Excerpts: Technology Aspects WG (IMT 2020 RIT/SRIT)

Introduction and Overview:

The WP 5D Technology Aspects WG met two times during the 34th meeting of ITU-R Working Party (WP) 5D in Geneva, Switzerland.  The meeting concluded on February 26, 2020.

Main activities of Technology Aspects WG during this meeting were to:

  1. review evaluation reports of Independent Evaluation Groups for the candidate technologies; complete evaluation report summaries (IMT-2020/ZZZ) and complete the Step 4 of the Evaluation Process;

  2. continue working on a new Report ITU-R M.[IMT-2020.OUTCOME];

  3. continue working on a new Recommendation ITU-R M.[IMT-2020.SPECS];

  4. continue working on the revision of Recommendation ITU-R M.1457-14 (LTE);

  5. continue working on synchronization of multiple IMT TDD networks;

  6. start the work on two new subjects [IMT TERRESTRIAL BROADBAND REMOTE COVERAGE] and [IMT.FUTURE TECHNOLOGY TRENDS].

During this meeting, WG Technology Aspects established five Sub-Working Groups (SWGs):

– SWG Coordination (Chair: Mr. Yoshio HONDA),

– SWG Evaluation (Acting Chair: Mr. Yoshio HONDA),

– SWG IMT Specifications (Chair: Mr. Yoshinori ISHIKAWA),

– SWG Out of band emissions (Chair: Mr. Uwe LÖWENSTEIN),

– SWG Radio Aspects (Chair: Mr. Marc GRANT)

Evaluation of IMT-2020 candidate technology submissions:

This 34th WP 5D meeting is a milestone of the IMT-2020 submission and evaluation process: Step 4 – Evaluation of candidate RITs or SRITs by independent evaluation groups.

Twelve Independent Evaluation Groups (IEGs) submitted to this meeting twenty-seven evaluation reports of all the candidate technology submissions. The meeting reviewed these evaluation reports, with participations of the IEGs, the proponents of candidate technology submissions and other participants. The Step 4 was completed with all the evaluation reports recorded.

Evaluation report summaries are captured in the respective documents (5D/TEMP/112, 113, 114, 115, 116, 117, 118, 119, 120, 121, 122, 125 and 126). The meeting also developed an overall summary – Summary of Step 4 of the IMT-2020 Process for Evaluation of IMT-2020 Candidate Technology Submissions (5D/TEMP/124), which also captures different views raised during the discussion at the meeting.

An addendum to the Circular Letter 5/LCCE/59 was developed to convey the completion of Step 4.

The meeting also made progress on the work of Document M.[IMT-2020.OUTCOME]. It was agreed to upgrade the working document to a preliminary draft new Report (5D/TEMP/111).

IMT-2020.SPECS

The work of M.[IMT‑2020.SPECS] continued at this meeting based on received contributions. The working document and the work plan were revised accordingly (5D/TEMP/41 and 40).

A draft liaison statement to potential GCS Proponents to request the inputs to 35th meeting was developed. It was noted that confirmation of the potential GCS Proponents can only be done after WP 5D takes a decision for Steps 6 & 7 on IMT-2020 RIT/SRIT at its 35th meeting.

Work items in SWG Radio Aspects

The meeting made progress on the work of Synchronization of multiple IMT-2020 TDD networks and the working document was updated (5D/TEMP/93).

A new working document is created to study terrestrial IMT for remote sparsely populated areas providing high data rate coverage – M.[IMT TERRESTRIAL BROADBAND REMOTE COVERAGE] (5D/TEMP/101).

The meeting also agreed to start work on future technology trends, and a work plan was developed (5D/TEMP/96).

Objective for the 35th WP 5D meeting:

The key objectives of WG Technology Aspects for the 35th WP 5D meeting are as follows:

i) complete the work of Step 6 and Step 7 of the IMT-2020 submission and evaluation process; finalize the document M.[IMT-2020.OUTCOME];

ii) continue work on M.[IMT‑2020.SPECS];

iii) finalize the revision of Recommendation ITU-R M.1457-14;

iv) continue work on synchronization of multiple IMT-2020 TDD networks;

v) continue work on M.[IMT TERRESTRIAL BROADBAND REMOTE COVERAGE] and M.[IMT.FUTURE TECHNOLOGY TRENDS].

  1. Backgrounder:

    ITU-R Working Party 5D is responsible for updating the relevant existing M-Series documents on IMT 2000, IMT-Advanced and IMT-2020. It should be noted that only those documents that are relevant to the future work of Working Party 5D will be updated; noting however that there is useful content and concepts available in documents developed previously that are still valid for this future work and many aspects will be considered when producing new deliverables. The Recommendations that are no longer applicable will be considered for suppression.

  2. ITU-R WP5D Work Plan for Detailed specifications of the terrestrial radio interfaces of International Mobile Telecommunications-2020 (IMT-2020) – M.[IMT-2020.SPECS]

    Meeting No. 35 (23 June – 1 July. 2020, Geneva)
    1 Receive and review information, including the texts for its RIT/SRIT overview sections, List of Global Core Specifications and Certification B by GCS Proponents;
    2 Reach its conclusion on the acceptability of the proposed materials for inclusion in the working document towards PDN Recommendation M.[IMT-2020.SPECS];
    3 Finalizes the working document including specific technologies (not necessarily including the detailed transposition references) and provisionally agree for promoting the document to preliminary draft new Recommendation;
    4 Provide and send liaison of the provisionally agreed preliminary draft new Recommendation ITU-R M.[IMT-2020.SPECS] to the relevant GCS Proponents and Transposing Organizations for their use in developing their inputs of the detailed references.
    Meeting No. 36 (6-15 October 2020, Geneva)
    1 Update PDN Rec. if there are modifications proposed by GCS Proponent;
    2 Perform a quality and completeness check of the provisionally agreed final draft new Recommendation ITU-R M.[IMT-2020.SPECS] without the hyperlinks;
    3 Have follow-up communications initiated with GCS Proponents and/or Transposing Organizations, if necessary.
    Meeting No. 36bis (November 2020, Geneva)
    1 Receive Transposition references and Certification C from each Transposing Organization;
    2 Perform the final quality and completeness check (with detailed transposition references) of the preliminary draft new Recommendation and promotes it to draft new Recommendation;
    3 Send the draft new Recommendation ITU-R M.[IMT-2020.SPECS] to Study Group 5 for consideration.

  3. From Feb 2020 Meeting Report of Working Group Spectrum Aspects & WRC-23 Preparations– IMT 2020 mmWave frequencies specified by WRC 19:

    SWG Frequency Arrangements discussed the way forward on how to develop harmonized frequency arrangements for the new IMT frequency bands between 24.25 GHz and 71 GHz. The discussion of the input contributions focused on three key areas: 1) the scope of the work to be undertaken, 2) the kind of document to be produced, and 3) the timeframe for the work.
    Based on the discussion, it was agreed to revise Recommendation ITU-R M.1036 and limit the changes to adding the frequency arrangements for the bands identified at WRC-19 for the implementation of the terrestrial component of IMT systems and to implementing strictly consequential updates to align the text with the decisions adopted at WRC-19 in Article 5 of the RR and related Resolutions, as well as reflecting one newly-approved document. It was also agreed to target completion of the revision in June 2020.
    As a consequence, a preliminary draft revision of Recommendation ITU-R M.1036 as well as a detailed workplan were developed. It was also agreed that contributions to the next WP 5D meeting, that go beyond the scope as outlined above, would be upheld and carried forward to be addressed in a future revision of Recommendation ITU-R M.1036.

    1. It’s important to note that ITU-R M.1036 will specify the frequency bands for IMT 2020 RIT/SRITs as well as all other IMT recommendations (e.g. IMT-2000, IMT-Advanced, etc).

      ITU-R M.1036 Scope:
      This Recommendation provides guidance on the selection of transmitting and receiving frequency arrangements for the terrestrial component of IMT1 systems as well as the arrangements themselves, with a view to assisting administrations on spectrum-related technical issues relevant to the implementation and use of the terrestrial component of IMT in the bands identified in the Radio Regulations (RR)

      The frequency arrangements are recommended from the point of view of enabling the most effective and efficient use of the spectrum to deliver IMT services – while minimizing the impact on other systems or services in these bands – and facilitating the growth of IMT systems.

      This Recommendation is complemented by other ITU-R Recommendations and Reports on IMT that provide additional details on a number of aspects including unwanted emission characteristics for the bands addressed in this Recommendation and radio interface specifications.

  4. ITU-R WP 5D WORK ON THE EVOLUTION OF IMT-2020 (from Feb 2020 meeting contribution):

    1. Introduction

    The Draft New Recommendation ITU-R M.[IMT-2020.SPECS] containing the detailed radio specifications of the technologies of IMT-2020 are scheduled to be finalized and agreed in ITU-R WP 5D and submitted to ITU-R SG 5 at the end of 2020 for its action towards approval by ITU-R.

    It is realized that there is already an ongoing activity in several organizations and countries, that studies have started related to the evolution of IMT-2020 following on the early deployments of some IMT-2020 candidate technology that began last year. It is therefore suggested that ITU and WP 5D takes an initiative to start an activity on IMT-2020 evolution in order to again be an international focal point for discussion on the technical development and evolution to follow from the approval of the technical details by ITU this year and the subsequent wide-scale commercial global implementation of IMT-2020.

    Considering the background with the successful documents published by ITU for the evolution of both IMT-2000 and IMT-Advanced, it is suggested that it is now time also for similar actions by WP 5D for IMT-2020 to be started at this WP 5D meeting #34 in Geneva February 19-26, 2020.

    This approach was taken for the IMT-Advanced evolution towards IMT-2020 by starting with the publication of the Report ITU-R M.2320 entitled “Future technology trends of terrestrial IMT systems” approved in 2014 as a start of understanding the evolution of IMT-Advanced by providing information from various external organizations and country/regional research programs that ended up with the scope;

    “This Report provides a broad view of future technical aspects of terrestrial IMT systems considering the time-frame 2015-2020 and beyond. It includes information on technical and operational characteristics of IMT systems, including the evolution of IMT through advances in technology and spectrally-efficient techniques, and their deployment.”

    The content in this technology perspective Report was a good basis for the understanding to develop the “IMT-2020 Vision” from ideas developed within WP 5D and ITU, together with additional information from external activities as well. The result was a globally referenced ITU Recommendation that was approved during 2015 in time for WRC-15. The title of this important Recommendation ITU-R M.2083 was “IMT Vision – Framework and overall objectives of the future development of IMT for 2020 and beyond” with the scope;

    This Recommendation defines the framework and overall objectives of the future development of International Mobile Telecommunications (IMT) for 2020 and beyond in light of the roles that IMT could play to better serve the needs of the networked society, for both developed and developing countries, in the future. In this Recommendation, the framework of the future development of IMT for 2020 and beyond, including a broad variety of capabilities associated with envisaged usage scenarios, is described in detail.
    Furthermore, this Recommendation addresses the objectives of the future development of IMT for 2020 and beyond, which includes further enhancement of existing IMT and the development of IMT-2020. It should be noted that this Recommendation is defined considering the development of IMT to date based on Recommendation ITU-R M.1645.
    It is suggested that it is now time to start a similar development of documentation towards the further evolution of IMT-2020.

    2 Proposals:

    Considering that the draft new Recommendation of detailed specification of IMT-2020 technologies is scheduled to be finalized in November 2020, it is proposed to:

    1 Start the work on a new ITU Report of “Technology Trends” at WP 5D#34 in February 2020 to understand the ongoing activities of evolution of IMT-2020. This includes a circular letter to be developed to seek information of work ongoing in this future development area from ITU-R Members, as well as information on national programmes, and liaisons to gather the views of External Organizations, focusing on activities on research and developments for enhancing IMT-2020 and towards systems beyond. This Report of “Technology Trends” is suggested to be finalized by October 2021. The Report could also consider the Mobile and Fixed convergence and contribute to that work in WP 5C and WP 5A. Some views on low-, mid-, and high-frequency bands, as well as on what the possible frequency ranges may be considered towards the future based on emerging technology capabilities could be included.

    2 Start the work on an ITU Recommendation of the “Vision Beyond IMT-2020” in WP 5D#38 in June 2021, to give an understanding of the industry and governments views towards year 2030 based on the information provided by the Report on “Technology Trends” and what the needs, requirements, and expectations are from society, Administrations, and industry, and how ITU can contribute to this. The new Recommendation on the “Vision Beyond IMT-2020” should be finalized and approved prior to WRC-23.

  5. IMPORTANT to note that unless it’s delayed till 2021, ITU-R IMT 2020 standard will NOT specify ultra low latency/ultra high reliability cause those capabilities are in 3GPP Rel 16 which won’t be frozen till July 3rd when their next meeting ends. ITU-R WP5D meeting ends July 1st. So no liaison of 3GPP Rel 16 can occur at 5D’s June-July meeting which means no ultra low latency/ultra high reliability capability in 3GPP’s IMT 2020 RIT/SRIT!

  6. It’s somewhat of a contradiction that ITU-R WP5D approved IMT 2020.specs (3GPP NR + TSDSI 5Gi for India) at its Nov 2020 meeting, but the Frequency WG was not in session so no action could be taken to revise M.1036. Hence, there are NO assigned frequencies/ arrangements for terrestrial 5G!
