ATIS and O-RAN Alliance MOU may be a prelude to Open RAN standards in North America

ATIS today announced it has executed a memorandum of understanding (MoU) with the O-RAN ALLIANCE to further both organizations’ mutual objectives to advance the industry towards more intelligent, open, virtualized and global standards-compliant mobile networks.

The MoU notes that ATIS and the O-RAN ALLIANCE will collaborate on advancing the state-of-the-art of open radio access network, including Open RAN security and stakeholder requirements for Open RAN. It also addresses the opportunity for ATIS translation of O-RAN ALLIANCE specifications to Open RAN standards to advance the adoption of Open RAN in North America.

“This agreement with the O-RAN ALLIANCE brings the power of ATIS’ 3GPP leadership and its contributions to the continued evolution of 5G, coupled with ATIS’ leadership for 6G and beyond as part of its Next G Alliance, to advance the development of open RAN technologies,” said ATIS President and CEO Susan Miller. “The MoU combines the forces of ATIS and the O-RAN ALLIANCE to connect the present to the future for the open RAN ecosystem, advancing the promise of a robust open RAN marketplace.”

“Continuing the work toward open radio access networks is critical in unlocking the full potential of 5G in North America and will lay the foundation for future generations of wireless technology,” said Igal Elbaz, Chair of ATIS Board of Directors and Network CTO of AT&T. “ATIS and the O-RAN ALLIANCE combining their expertise and resources and ATIS’ adoption of O-RAN specifications to ATIS Open RAN standards will help accelerate the industry’s implementation of open RAN.”

The MoU also addresses participation, by invitation, in meetings of each other’s working groups where appropriate, and promoting and endorsing each other’s events (e.g., conferences and plugfests) or activities (e.g., publication of work results) in areas of mutual interest and with prior consent of the other party.

Analysis:

ATIS’ board is composed of top executives from AT&T, Verizon, T-Mobile, Ciena and Comcast. It’s the group that has previously addressed topics including secure supply chain, robocalls and hearing aid compatibility for cellphones. And it’s also the association behind the new Next G Alliance, which is working to organize a comprehensive U.S. strategy around future 6G technologies.

Also note that ATIS represents 3GPP in ITU-R WP 5D and presents all their IMT contributions on 5G/IMT 2020/ITU-R M.2150.  If 3GPP ever includes Open RAN in its specifications, it’s very likely that those will be presented by ATIS to ITU-R for 5G or even 4G LTE.

“Standards-based open RAN will help create a more receptive marketplace for open RAN technology, advance its development and drive adoption in North America,” added ATIS’ VP of technology and solutions, Mike Nawrocki, in a statement to Light Reading.

In the U.S., Dish Network is in the midst of building a nationwide 5G network that adheres to Open RAN specifications.  However,  it’s unclear whether Dish will be able to profit from its embrace of open RAN.  AT&T has told this author they are interested in deploying Open RAN for 5G if it is more economical than legacy RANs.  Neither Verizon or T-Mobile has expressed interest in Open RAN.

U.S. Government on 5G Integrated and Open Networks + ATIS on U.S. 6G Leadership

In a speech he was scheduled to deliver (but didn’t) Thursday at a Global CTO Roundtable on 5G Integrated and Open Networks (ION), U.S. Attorney General William Barr wrote (bold font added):

The United States and our partners are in an urgent race against the People’s Republic of China (PRC) to develop and build 5G infrastructure around the world. Our national security and the flourishing of our liberal democratic values here and around the world depend on our winning it.

Future 5G networks will be a critical piece of global infrastructure, the central nervous system of the global economy. Unfortunately, the PRC is well on its way to seizing a decisive 5G advantage. If the PRC wins the 5G race, the geopolitical, economic, and national security consequences will be staggering. The PRC knows this, which explains why it is using every lever of power to expand its 5G market share around the globe. The community of free and democratic nations must do the same.

To compete and win against the PRC juggernaut, the United States and its partners must work closely with trusted vendors to pursue practical and realistic strategies that can turn the tide now.  Although the ‘Open RAN’ approach is not a solution to our immediate problem, the concept of Integrated and Open Networks (ION), which was the topic of yesterday’s roundtable, holds promise and should be explored. We can win the race, but we must act now.

With a broad, inclusive tent of what “open” means, a nuanced appreciation of network deployment reality, and a more solid view on architectural choices, ION becomes one of the areas where the United States and partner countries can lead in 5G innovation. We invite technology leaders in the industry to help make that happen. Speed is the key to winning the 5G race.

While technology should not be mistaken as a solution to the fundamental problem of a distorted market, its exploration is still useful. ION and Edge Computing, for example, are two areas of innovation to realize 5G’s promise of a new level of responsiveness and scale. Such innovation leadership, along with the Clean Networks initiative and supply chain security form three prongs in a global strategy for 5G.

Separately, the Alliance for Telecommunications Industry Solutions (ATIS) has issued a call to action to promote U.S. 6G leadership.

“While innovation can be triggered in reaction to current market needs, technology leadership at a national level requires an early commitment and development that addresses U.S. needs as well as a common vision and set of objectives,” said Susan Miller, President and CEO of ATIS, possibly in acknowledgement of the panic the U.S. has got itself into over 5G and of recent developments in China.

Comment, analysis and assessment:

Mobile standards are global in nature, so talk of regional races seems disingenuous if not counter-productive.  It is bad enough that there are six competing IMT 2020 RITs (Radio Interface Technologies) from five different countries/regions being progressed by ITU-R WP5D for IMT 2020.specs with three  based on 3GPP 5G NR (Release 15 and 16):  China, Korea, India (TSDSI).  In addition to 3GPPs RIT/SRIT submissions (from ATIS), there are also the DECT/ETSI IMT 2020 RIT submission based on DECT NR and the Nufront (Chinese company) submission based on their own 5G radio which supposedly supports ultra low latency.

What Attorney General Barr probably means is that he’s worried U.S. 5G networks are going to be second rate compared to the Chinese equivalent from Huawei and ZTE.  However, he said that Open RAN is NOT a solution to the U.S.’ current “5G problem.”  Barr and Ms Chiang say that ION is a more viable approach (what the *&^%$** is ION?).  In particular, “ION becomes one of the areas where the United States and partner countries can lead in 5G innovation.”

Telecoms.com author Scott Bicheno wrote:  “Any non-Chinese telecoms company with a few bright ideas would be well advised to stick close to the U.S. government as the public money tap seems to be well and truly open.”

US ramps up the ‘5G race’ rhetoric

ATIS endorses 3GPP IMT 2020 RIT submission to ITU-R WP 5D; sees no need for separate LMLC India national option

The 3GPP candidate radio-interface technology (RIT) for IMT-2020 (or 5G as it is known commercially) has demonstrated via the current in-progress submissions (including initial self‑evaluations to ITU-R WP 5D) that it is capable of meeting and, in fact, exceeding the requirements and evaluation criteria of IMT-2020 as expressed in Reports ITU-R M.2410 (requirements), ITU-R M.2411 (submission), and ITU-R M.2412 (evaluation), which were published in November 2017. It is widely anticipated that the 3GPP specifications in Release 15 and Release 16 will meet the futuristic vision of IMT-2020, as expressed in Recommendation ITU-R M.2083 for both developed and developing countries.

One national need (expressed by India) was for capabilities to permit low mobility large cell (LMLC) deployments. This need was, in fact, part of the submissions to WP 5D in 2016 and 2017, which drove the ITU-R Performance requirements, the ITU-R evaluation criteria/scenarios and hence the 3GPP specifications in Release 15 to be suitably modified to accommodate LMLC needs, thus illustrating the success of working within the framework of the current 3GPP process. Additionally, through the use of the established process, currently familiar to the entire ITU membership, a “national need” was recognized to actually be a global need in both ITU and in 3GPP. As such, the added technical capability can take advantage of the economies of scale afforded to a global marketplace. It is further noted that in technical submissions so far received by ITU-R WP 5D from 3GPP that this requirement for LMLC is indeed satisfied by the 3GPP technology capabilities already included in Release 15 published in September 2018.

Conclusions:
ATIS urges that ITU-R Members, relevant external organizations, and others work within the established ITU-R IMT process and within the process established in the respective external organizations engaged in the development of IMT (and 5G) in order to ensure that IMT remains a unified and global technology with strong industry and governmental support. Only in this way, avoiding the division of the technical underpinnings, permits taking full advantage of the economies of scale to permit IMT-2020 to be available to the widest extent to ensure a globally-connected society at all strata, addressing both business and societal needs, while ensuring that IMT is technically capable of continuing global interoperability and roaming. The entire wireless industry and wireless user community will benefit from a single global standard; fragmentation of the standard reduces the benefits of a global ecosystem and diminishes the ITU IMT-2020 vision.

Global Activities of Telecommunications Standards Development Society India (TSDSI):
a) ITU-R:
TSDSI members’ proposal on Low Mobility Large Cell (LMLC) configuration has been included as a mandatory test configuration under the Rural eMBB test environment in IMT 2020 Technical Performance Requirements (TPR) in ITU-R with an enhanced Inter Sire Distance (ISD) of 6 km. Incorporation of LMLC in IMT2020 will help address the requirements of typical Indian Rural settings and will be a key enabler for bridging the rural-urban divide with 5G rollouts.

TSDSI’s initial proposal on candidate Radio Interface technology (RIT/SRIT) for IMT 2020 technologies, related to improving coverage and spectral efficiency performance, has been accepted in the WP 5D meeting #30 held in Cancun Mexico.

b) 3GPP:
TSDSI is Organizational Partner of 3GPP along with six other Regional Standardisation bodies. This entitles TSDSI members to become individual members of 3GPP through TSDSI and to take their IP into the global arena. Membership of 3GPP enables members to contribute in the development of upcoming standards such as 5G.
