ATIS endorses 3GPP IMT 2020 RIT submission to ITU-R WP 5D; sees no need for separate LMLC India national option

The 3GPP candidate radio-interface technology (RIT) for IMT-2020 (or 5G as it is known commercially) has demonstrated via the current in-progress submissions (including initial self‑evaluations to ITU-R WP 5D) that it is capable of meeting and, in fact, exceeding the requirements and evaluation criteria of IMT-2020 as expressed in Reports ITU-R M.2410 (requirements), ITU-R M.2411 (submission), and ITU-R M.2412 (evaluation), which were published in November 2017. It is widely anticipated that the 3GPP specifications in Release 15 and Release 16 will meet the futuristic vision of IMT-2020, as expressed in Recommendation ITU-R M.2083 for both developed and developing countries.

One national need (expressed by India) was for capabilities to permit low mobility large cell (LMLC) deployments. This need was, in fact, part of the submissions to WP 5D in 2016 and 2017, which drove the ITU-R Performance requirements, the ITU-R evaluation criteria/scenarios and hence the 3GPP specifications in Release 15 to be suitably modified to accommodate LMLC needs, thus illustrating the success of working within the framework of the current 3GPP process. Additionally, through the use of the established process, currently familiar to the entire ITU membership, a “national need” was recognized to actually be a global need in both ITU and in 3GPP. As such, the added technical capability can take advantage of the economies of scale afforded to a global marketplace. It is further noted that in technical submissions so far received by ITU-R WP 5D from 3GPP that this requirement for LMLC is indeed satisfied by the 3GPP technology capabilities already included in Release 15 published in September 2018.

Conclusions:
ATIS urges that ITU-R Members, relevant external organizations, and others work within the established ITU-R IMT process and within the process established in the respective external organizations engaged in the development of IMT (and 5G) in order to ensure that IMT remains a unified and global technology with strong industry and governmental support. Only in this way, avoiding the division of the technical underpinnings, permits taking full advantage of the economies of scale to permit IMT-2020 to be available to the widest extent to ensure a globally-connected society at all strata, addressing both business and societal needs, while ensuring that IMT is technically capable of continuing global interoperability and roaming. The entire wireless industry and wireless user community will benefit from a single global standard; fragmentation of the standard reduces the benefits of a global ecosystem and diminishes the ITU IMT-2020 vision.

Global Activities of Telecommunications Standards Development Society India (TSDSI):
a) ITU-R:
TSDSI members’ proposal on Low Mobility Large Cell (LMLC) configuration has been included as a mandatory test configuration under the Rural eMBB test environment in IMT 2020 Technical Performance Requirements (TPR) in ITU-R with an enhanced Inter Sire Distance (ISD) of 6 km. Incorporation of LMLC in IMT2020 will help address the requirements of typical Indian Rural settings and will be a key enabler for bridging the rural-urban divide with 5G rollouts.

TSDSI’s initial proposal on candidate Radio Interface technology (RIT/SRIT) for IMT 2020 technologies, related to improving coverage and spectral efficiency performance, has been accepted in the WP 5D meeting #30 held in Cancun Mexico.

b) 3GPP:
TSDSI is Organizational Partner of 3GPP along with six other Regional Standardisation bodies. This entitles TSDSI members to become individual members of 3GPP through TSDSI and to take their IP into the global arena. Membership of 3GPP enables members to contribute in the development of upcoming standards such as 5G.

  1. Guidance offered by Mr. Francois Rancy, as a Director of the ITU Radiocommunication Bureau (ITU-R) in his opening remarks to the 19 November, 2018 ITU-R Study Group 5 meeting where he expressed the following views on IMT-2020:

    “Beyond WRC-19, I would like to stress the importance of the work of the Study Group for IMT-2020 telecommunications. Of course the work of the world conference is essential to provide harmonized spectrum, but in addition to that, the work of the standards in my mind is essential to ensure all those economies of scale for hopefully one standard and interoperability and roaming throughout the world.

    And if we want to build the global village which is the ambition of the ITU, we need to try to converge on a single standard harmonized worldwide to ensure. Not all parts of the world can be connected especially in the 50% population which currently is yet to be connected and to be able to do that we need to rely on the world’s globally harmonized standard. So thanks for your efforts.

    We have to keep in mind that investments for 5G will probably represent something like 10,000 billion dollars worldwide and when you are in this type of amount of money you can’t afford to have two standards, you can’t afford to divide the world into two incompatible types of devices. So this is really the challenge that Study Group 5 and Working Party 5D have to meet and I’m sure you are aware of the importance of these discussions…”

    1. First let me admit that this is an expert area that I have just stated to look into. However, I still see a systematic error in the manner in which TSDSI represents India as a standards making body. Government of India Dept of Telecommunications or TEC (https://dot.gov.in/cca/tec) is a member of TSDSI, but it is also the endorsing authority for the standards proposed by TSDSI. Therefore, there is an inherent conflict of interest!

      As such, the registrar of societies in India has erred in registering TSDSI as the national standards body for India. TSDSI does not follow the bylaws and above that does not have a laid out standards making procedure on the caliber of say IEEE.

      TSDSI drafts are being endorsed by TEC without the due process of standards making. There is no due process of law making in India not to speak of standards making. Why does TSDSI participate in 3GPPP and ITU-R WP5D meetings (on IMT 2020 RIT/SRIT), but then walk differently without having merit?

      India is a sort of rogue state with plenty of rogue institutions which can be struck down in judicial review. But the judiciary is dead and India has a dream of United Nations Security Council chair.

      TSDSI has yet to provide ITU-R (or any other standards organization) a list of the specific added functionality that LMLC requires. Instead, TSDSI copied 3GPP’s IMT 2020 RIT submission and added their own “secret sauce” without identifying exactly what and where it is in their LMLC document. A different IMT 2020 standard for India’s rural areas should clearly specify the requirements which differ from the copied 3GPP IMT 2020 RIT proposal.

      TSDSI at the best may be called a lobby group and not a standards setting or research organization. It is a ploy to loot the Indian public by sinking USO funds in a alternative IMT 2020 standard (LMLC) when the 3GPP IMT 2020 RIT/SRIT submission has already been globally accepted.

      Is that Modi-chaiwala ego for publicity? That India is a Super Power in the making under him. Modi-chaiwala is using federalism for disguising loot unleashed by his financers. Matter needs to be investigated from a criminal angle if only the facts are made public.

      1. We would like to reiterate the comments are totally baseless. However since you have asked, let us clarify –

        *TSDSI is a Standards development organization similar to ETSI, SRIB, ATIS, CCSA, TTA, TTC, etc.
        *TSDSI is an Organisational Partner of 3GPP and oneM2M, an Associate member of ITU-R and ITU-T and a member of GSC.
        *TSDSI delegations have been actively participating and contributing in Standards development Working Groups in all these forums. The current count of TSDSI Standards contributions is 2,230.

        *TSDSI has formal affiliations (MoUs/Agreements) with – ETSI, 5GIA, ATSC, BIF, CCICI, GCF, IEEE-SA, TIA, TAICs, TTA, WWRF, ARIB, ATIS, CCSA, TTC
        *TSDSI conducts several joint activities – projects, workshops, conferences etc. with its affiliates
        *TSDSI’s operating procedures have been derived based on best practices being followed by similar Global SDOs.
        *TSDSI Rules & Regulations, Working Procedures and IPR Policy are all transparent and available on our website – http://www.tsdsi.in. A brief perusal will show the similarity with the processes and policies followed by other SDOs.

    IMT-2020/VVV
    This meeting reviewed the received a number of input contributions on “Process and use of the Global Core Specification (GCS), references, and related certifications in conjunction with Recommendation ITU-R M.[IMT 2020.SPECS]” and there continues to be two diverse philosophies on how to proceed with the document – one desiring to significantly alter the process to support specific national needs in the transposition phase of the process and the other demonstrating how the same objective could be accomplished with the existing process remaining unaltered in its scope, steps, and procedures.

    In the WP 5D Plenary, one Administration requested that for clarity and transparency, and to assist further discussions, that the two alternate views provided on the SharePoint during the course of the 31 bis meeting (based on contributions to meetings Nos. 31 and 31 bis) be referenced in the Chairman’s Report. The two views are Indian Way Forward (provided by TSDSI) and Summary of a Proposed IMT-2020 VVV Way Forward (AT&T v3 2-14-19) (provided by AT&T).

    Doc. IMT-2020/YYY Input Submissions Summary

    Based on the input contributions, the working document towards an acknowledgment template was further developed. This acknowledgement is to be developed for each candidate technology submission that ITU-R WP 5D determines is a “complete” submission in Step 3. This template also contains a checklist which could assist in determination of “completeness. This document will need to be completed at Meeting #32 to capture the final RIT/SRIT submissions submitted from the proponents.

    ITU-R Working Party 5D Workshop on IMT-2020 Terrestrial Radio Interfaces Evaluation

    WP 5D will hold a workshop on IMT-2020 focussing on the evaluation of the candidate terrestrial radio interfaces in conjunction with the 33rd meeting in December 2019 (shifted from the prior plan of holding this at Meeting #32), in which interim evaluation reports are expected. This will facilitate the possibility on the IEGs to understand the details of the proposed candidate technologies, and to interact with WP 5D and other IEGs participating in the ITU-R evaluation process on IMT 2020. This workshop is a continuation of the previous workshop on IMT-2020 held in 2017, Munich, which addressed the process, requirements, and evaluation criteria for IMT-2020 as well as views from proponents on the developments on IMT-2020 radio interface(s) and IEGs activities.

  4. 16 August 2019 from ITU-R WP5D Chairman’s Report on July 2019 Brazil Meeting —
    IMT 2020 incomplete RIT/SRITs (including TSDSI proposal): hard deadline of 10 September 2019 for ITU-R WP 5D to proceed further

    Background:

    The July 2019 ITU-R WP5D Brazil meeting determined that the submissions of 3GPP (SRIT and RIT), China and Korea are “complete” per section 5 of Report ITU-R M.2411; thus, they fulfilled the requirements for submission in Step 3 of the IMT-2020 process and have proceeded to Step 4.
    The meeting is of the view that, the supplied self-evaluation and any amendments accepted during this meeting for the submissions of:
    – ETSI (TC DECT) and DECT Forum (specifically for the component RIT DECT-2020 NR);
    – Nufront; and
    – TSDSI (India)
    do not yet permit WP 5D to determine if a complete and satisfactory self-evaluation as required by the IMT-2020 process has been fully provided, thus these submissions have not yet completed Step 3.

    A Way Forward:
    It is duly noted that the Proponents with candidate submissions that had missing or insufficient information did work to improve their submissions when requested by WP 5D during Meeting #32.
    However, in some cases, it was indicated by the Proponent that providing the missing information required some additional time to perform the necessary simulations and calculations and ensue that the full scope of the technical impacts could be properly presented to WP 5D.
    As a solution to this situation, a ‘Way Forward’ (Document IMT-2020/22 “A proposal for a way forward on IMT-2020 submissions”) suggested by the Chairman of WP 5D for these three submissions has been agreed by the meeting, on an exceptional basis, to facilitate these proposals having an opportunity to remedy their submissions and conclude Step 3. The Proponent should provide the full details requested in the process and in the specifically defined way to WP 5D, considering the comments raised in this meeting, by a hard deadline of 10 September 2019 in order for WP 5D to proceed further in the process with these submissions. In particular, the ‘Way Forward’ stipulates:
    1 Grant that, on a one-time exceptional basis, the relevant materials necessary for the Proponent to provide a complete and satisfactory self-evaluation adhering in all ways to the IMT-2020 process and procedures in Document IMT-2020/2 (Rev.2), and in particular with regard to the relevant Compliance Templates, could (must) be provided for consideration by WP 5D by a hard (non-waivable) deadline of no later than 10 September 2019 by 16:00 hours UTC to the Radiocommunications Bureau.
    2 Those candidate submissions falling under this exception, will be carried forward as candidate submissions not yet having completed Step 3 from WP 5D Meeting #32, along with any already provided supplementary materials via the relevant IMT2020/YYY documents (IMT-2020/17, IMT-2020/18, IMT-2020/19) with the status of these submissions duly indicated. A decision shall then be taken in WP 5D Meeting #33.
    3 The Bureau is requested to, as soon as possible after receipt, process such additional information received from a Proponent by the 10 September deadline into an input for the WP 5D Meeting #33 (December 2019) and to notify the WP 5D in a suitable manner.
    4 In addition, the Bureau is requested to notify the External Independent Evaluations Groups (IEGs) of the availability of the additional information in order that the IEGs might take this into account in their evaluation activities.
    5 It is acknowledged the candidate submission technologies operating under this exception would be able to be evaluated under Step 4, pending the decision in WP 5D #33 meeting.
    Additionally, Working Party 5D reserves its right to make the final decision (on the respective submissions requested to provide further information) in regard to their proceeding forward in the IMT-2020 process at WP 5D Meeting #33 in December 2019.

    The final decision must and will be taken at WP 5D Meeting #33 and shall not be further postponed. Additional delays in the IMT-2020 process would not practically be able to be considered or granted. It is cautioned that these deviations to the IMT-2020 process should not be a precedent for the future of the IMT processes.

    A summary of each individual “acknowledgement of submission”, “observations of SWG Evaluation” and the “submission history” documenting each final submission was developed by the meeting as an individualized set of IMT-2020 documents.
